John Charles played quarterback for Mountain View High School in California where he was all-league in 1989 before beginning his record setting career at Foothill College. From 1991 to 1992 he was the starting quarterback for Portland State University under the coaching of Pokey Allen. Among his many achievements are:
Team offensive MVP in 1991 & 1992, 32 TD passes in 1991 and 58 career TD passes, 5,563 career passing yards, set the school's longest playoff touchdown pass in 1991 with a 65-yard TD pass to Henry Newsome against Pittsburg State, set a record for the most passing yards in a game in 1991 with 592 yards against Cal Poly San Luis Obispo. In 1992, he placed 3rd in the balloting for Harlon Hill Trophy for the Division II National Player of the Year. Also, in 1992 he was an All-American and was selected by the Atlanta Falcons of the NFL as a free agent.
